当前城市基层政府改革的深层挑战——基于机制分析的视角

Challenges for the Current Reform of China's Urban Local Government——From the Perspective of Mechanism Analysis

中国城市基层政府正进入一个从强调经济职能向重视公共服务、公共管理、公共安全职能转变的改革新阶段。已有研究和改革实践更关注基层政府改革的宏观议题,常聚焦于体制保障、组织设置、权力配置等问题,但忽略了漫长基层治理实践中形成的治理机制层次的改革配套问题:"三公"领域的指标评估难题与激励、税收分成取消后的基层政府灵活性与弹性、经济纽带弱化后的治理网络拓展等。针对存在问题,要探索以"三公"职能为重心的新型政绩评估机制,形成政府内部事务流转的资源动态保障机制,构建社区治理的公共性生产机制。

Currently, the reform of China＇s urban local government is on the new stage with the transformation from emphasizing on economic functions to paying attention to public service, public management, and public security （ known as the Three Public＇s）. Existing researches and practices focus on the macro topic on the reform of urban local government, such as institutional guarantee, organizational setting, power allocation, while they ignore the governance mechanisms and the supporting issues of the reform during the practices of local governance. This paper systematically summarizes the supporting mechanisms for operating urban local government and deeply analyzes the challenges in the context of current reform. On the basis of the challenges, this paper points out that there are a series of problems of rebuilding the supporting mechanisms in the current reform of urban local government. Furthermore, urban local government should explore the new mechanism of performance evaluation to focus oh the function of the ＂Three Public＇s＂, form the supporting mechanism of the resources to make internal administrative affairs effective, and set up the mechanism to foster ＂public＂ production in community governance.
