摸清贫困主体诉求是进行精准扶贫的基础,贫困存在物质匮乏型、发展欠缺型和参与缺位型贫困主体等3种类型,不同类型的贫困主体表现出不同的诉求。包括村级党组织、村民委员会、村民小组及驻村扶贫工作队在内的村级组织,针对不同的贫困主体诉求,在扶贫主体提供的扶贫资源中,采取不同的帮扶措施,发挥相应的扶贫功能和效用。
