综合性国家科学中心的内涵、功能与管理机制

The Connotation,Function and Management Mechanism of the Comprehensive National Science Center

文章从目标定位、组成要素、承担任务三个角度界定了综合性国家科学中心的内涵,即国家和区域创新发展战略的集中体现、硬件设施群与政产学研创新主体的系统集成、创新平台集聚和辐射效应的有机结合。在此基础上讨论了综合性国家科学中心的四大功能,即知识创新、技术创新、管理创新和文化引领。同时基于国外可借鉴的案例研究,分析了其管理机制的构建,包括:优化顶层设计,建立政产学研多主体参与的运行机制;激发创新活力,健全人财物多要素驱动的动力机制;注重制度建设,营造创新环境,完善激励约束机制。最后探讨了综合性国家科学中心的科学研究基础,在自然形成与国家扶持之间的关系平衡,及其特征条件和未来发展布局。

This paper defines the connotation of the “ Comprehensive National Science Center” from three perspectives including the target position, elements and the task. In short, it＇s the embodiment of the national and regional innovation development strategy, the integrated system of hardware facilities and research innovation, and the organic combination of innovation platform with agglomeration and radiation effects. On this basis, this paper proposes four major functions of the Comprehensive National Science Center, including knowledge innovation, technological innovation,management innovation and culture leading. Finally, this paper analyzes the construc-tion of Comprehensive National Science Center？s management mechanism through the study of foreign cases, including establishing the running mechanism of multi subject participation through optimization of top-level design, sounding the dynamic mechanism of property multi factor driven through stimulating innovation and vitality, and improving the incentive and restraint mechanism through paying at-tention to system construction and creating innovative environment. Finally,the scientific research foundation of the Comprehensive Na tional Science Center, how to balance the relationship between natural formation and state support, and the characteristic conditions and future development layout are further discussed.
