New Tendency of Science Diplomacy and Its Effect on S&T Innovation and Development

在新的全球形势下,科技外交已逐步走向外交舞台前沿,成为推动国家对外活动和促进国家科技创新发展的一股重要力量。本文系统梳理了美、欧、日等主要发达国家科技外交特点和发展趋势;重点归纳分析了科技外交在营造国际环境、整合创新资源、推动高新技术和产能输出、深化国际前沿科学研究、助力企业国际化发展5个方面的重要作用;结合当前国家创新驱动发展战略的深入实施,对科技外交应如何发挥其应有作用提出建议。

Under the new global situation, science diplomacy is on the forefront stage of diplomacy, acting as an important force of promoting both diplomacy and S＆T innovation of China. This paper presents the characteristics and trends of science diplomacy of main developed countries such as the United States, EU and Japan. It analyzes and summarizes 5 aspects of science diplomacy benefits for China. Finally, it proposes advices on how to play a more effective role in combination wTith the implement of Strategy of Innovation-driv-en Development.
