Synthetic Estimation Model of Rationality Evaluation of Project Bidding Price Based on AHP-TOPSIS and Its Application

为了防范投标人采取不平衡报价策略给业主的投资控制带来风险,在分析不平衡报价特征的基础上,针对投标人可能会采取的投标策略,给出了投标文件工程量清单中的主要单价合理性计算公式,并运用层次分析法基本原理,结合多目标决策理论中的逼近理想解排序法,建立了AHP-TOPSIS投标报价综合评判模型。通过工程实例验证,该方法对于投标人单价合理性的判断和识别具有可行性和有效性。

In order to prevent the risks of owner＇s investment control from unbalanced bidding strategies of the tenders,the rationality of the main price formulas in the bil l of quantities of the tender documents were given in this study based on analyzing the characteristics of unbal-anced bidding strategies and aiming at the bidding strategies adopted by the tenders. The synthetic estimation model of AHP-TOPSIS was also built through employing basic principles combining with TOPSIS of Multi-Objective Decision Theory. I t is feasible and effective for this meth-od to judge and identify the price rationality of tenders with the help of verification of the practical project application.
