社会治理视域下城市规划随意性中的利益浅析

On the Interests of Randomness of Urban Planning from the Perspective of Social Governance

城市规划本来是协调不同利益关系的一种工具,以实现公共利益的最大化为目的。然而,在现实的城市规划过程中很少有人考量"公共利益",导致了城市规划的随意性,严重影响社会公共利益并浪费了社会资源。城市规划关系到多方利益关系,从地方政府、开发商、社会公众三个利益主体出发分析城市规划随意性的原因,从社会治理视角来调和三者的利益关系,实现城市规划的公共利益最大化。

Urban planning is a kind of tool to coordinate different interests to maximize the public interest. However, in the process of urban planning, there is limited considerationof the ＂public interest＂, which leads to the arbitrariness of urban planning, affecting the social public interest and wasting the social sources. City planning is related to multiple relations and interests. This paper analyzes city planning arbi-trary reasons from the aspect of three interests of local government, developers and the public, to reconcile the interests of the three social relations from the perspective of social governance and realize the maximization of public interest in city planning.
