支出型贫困家庭救助问题研究

随着经济的发展我国社会福利制度及各项政策也不断完善,收入型贫困的家庭基本受到最低生活保障制度的覆盖。但是,针对因为家庭成员出现重大疾病、发生灾祸等原因,造成家庭的支出远远超出家庭收入,使家庭陷入严重贫困,即"支出型贫困"家庭方面的救助制度仍然相对滞后。文章在对居民致贫原因分类的基础上,对支出型贫困救助对象的识别提出了指导意见,并在救助模式的选择上给出了两种参考模式,旨在为促进贫困家庭救助完善社会福利建设提供参考。
