地方干部对省管县改革的认知与判断

The Cognition and Judgement of Local Cadres for the Reformation of Province Administrating Counties

省管县改革是我国理论界和实务界共同关注的重大议题。针对1000多名地方干部的问卷调查表明,地方干部已经意识到,市管县体制虽然促进了中心城市不断壮大,但却部分地以周边县(市)的牺牲为代价。然而,不同工作单位、不同地区、甚至不同性别的干部对省管县改革的认知及对未来的判断,依然存在较大的差异。

The reformation of province administrating counties is a big issue under discussion in China. The questionnaire survey from more than one thousand local cadres displays that most of local cadres realize the system of city administrating counties promotes the development of prefecture-level cities, but in a way sacrifices those administrated counties. However, there are existing biggish diffences about the cadres＇ s cognition and judgement for the reformation of province administrating counties from different work units, different regions and even deffemt genders.
