苏州老旧工业园排水现状及对策分析——以浒新工业园为例

Drainage status and countermeasure analysis of old industrial parks in Suzhou——A case study of Xuxin Industrial Park

为加强老旧工业园区雨污水管网的管理,积极探索并实施适合老旧工业园区的排水管理方案,建设排水达标区,以苏州国家高新技术开发区浒墅关镇浒新工业园区为例,对区内雨污水管网排放现状进行详细调查,发现雨污水管网建设不健全、公司管理人员环保意识不强等问题。各地方政府可根据实际情况制定相应的地方标准,加强环保知识教育与宣传,环保部门针对区域内工业企业区排水实际情况,制定完善的用水、排水在线计量监督方案,并对违法违规偷排等行为按照环保法严格执法,为苏州乃至太湖流域水环境的改善提供参考和指导。

In order to strengthen the management of the rainwater and sewage pipe network, the drainage man- agement program for the old industrial park is actively explored and carried out, and a drainage standard area is built. By taking Xuxin Industrial Park of Xushuguan Town in SND as an example, the detailed investigation of sewage emissions is carried on, and problems such as the imperfect construction of pipe network and weak con- sciousness of company managers are found. The local government should formulate corresponding local standards according to the actual situation, and the environmental protection department should establish a perfect online metering and monitoring program of water on the basis of the actual situation of the industrial enterprises in the region, and strictly practice the law of environmental protection. The study can provide some valuable reference and instructions on water environment improvement for Suzhou City and even for Taihu basin.
