新源县草原生态保护补助奖励政策实施情况

Grassland Ecological Protection Subsidies Reward Policy Emplementation of Xinyuan County

随着草地退化的日益加剧,新疆维吾尔自治区新源县从2011年开始全面建立草原生态保护补助奖励机制。本文通过统计分析法,分析草原生态保护补助奖励政策实施效果,提出了在实施草原生态保护补助奖励政策过程中,加强对草场的监管力度、牧区综合配套基础设施建设、各项资金投入,提高牧民补贴,进一步促进牧民执行草原生态保护补助奖励政策的积极性等建立和完善草原生态保护机制的对策建议,以支持与鼓励草原地区更多承担保护草原生态环境责任,希望能够为政府制订决策提供理论依据和一些可供参考的政策建议。

With the increasing of grassland degradation Xinyuan county began to build the grassland ecological protection subsidies reward mechanism since 2011.Grassland ecological protection benefits based on the statistical analysis to analyze incentive policy im- plementation effect, put forward in the process of implementation of grassland ecological protection subsidies reward policy, to strengthen the supervision of the pasture, comprehensive infrastructure construction, the capital investment, improve herdsmen subsidies, to further promote the enthusiasm of herdsmen implementation of grassland ecological protection subsidies reward policy such as set up and improve the grassland ecological protection mechanism countermeasures and suggestions, to support and encourage the prairie region more protection of grassland ecological environment responsibility, hope to be able to provide theoretical basis for government decision-making and some policy suggestions for reference.
