节能减排的实施是落实科学发展,构建社会主义和谐社会的重大举措,是可持续发展实现的必然选择。根据中国的国情以及国际节能减排的一些经验,提出了电力节能减排的理论体系和技术支撑体系。从建立长效的节能减排机制出发,重点对我国节能减排的理论体系、技术支撑体系、市场和政策机制展开了研究。

Implementing energy conservation and emission reduction is major initiatives of building a harmonious socialist society and necessary choice of sustainable development. Presenting theoretical system and technology supporting system of energy conservation and emission reduction of electric power based on Chinese actual conditions and some international experiences on energy conservation and emission reduction, the main emphasis of research is our country＇ s theoretical system and technology supporting system as well as market and policy of energy conservation and emission reduction.
