“一带一路”倡议与全球治理的新实践

The Belt and Road Initiatives and New Practice of Global Governance

在遭到保护主义、孤立主义和民粹主义等严峻挑战之际,"一带一路"倡议的落实推动了全球治理新实践的系统化发展。首先,"一带一路"倡议使人类命运共同体的意识培育从被动和自发转向主动和自觉,从而推动全球治理的认识论变革;其次,"一带一路"倡议为国际社会提供义利兼顾的可持续性更强的公共产品,从而提升全球治理的道德门槛;再次,"一带一路"倡议将自下而上与自上而下的全球治理方式有机结合起来,从而提高全球治理的行动自觉;最后,"一带一路"倡议以中国处理发展、改革和稳定关系的有效经验为基础,通过联动发展实现对经济、社会、环境和安全等要素的更好平衡,同时强调南南合作与南北合作的合理平衡。也应看到的是,"一带一路"倡议持续推进全球治理新实践仍面临着严峻的外部环境挑战,需要在深入推进倡议落实的同时,处理好自上而下与自下而上全球治理努力的平衡。

With severe challenges such as protectionism,isolationism and populism,the implementation of the Belt and Road Initiatives leads to a systematic development of new practices in global governance. Firstly,the Initiatives make the awareness of the human destiny community to be raised actively and intentionally instead of being done passively and spontaneously,promoting the epistemological changes of global governance; secondly,the Initiatives provide more sustainable public goods that give due consideration to both righteousness and interests for the international community,raising the moral thresholds of global governance; thirdly,the Initiatives combine bottom-up approach with top-down one to global governance organically,raising the consciousness in action for global governance; and finally,the Initiatives are based on China's effective experience in dealing with development,reform and stability,realizing a better balance of economic,social,environmental,security,and other elements through a chained development,while emphasizing a rational balance between SouthSouth cooperation and North-South cooperation. It should also be noted there are serious external environmental challenges still faced by the Initiatives to continue to advance the new practices of global governance,and the balance between top-down and bottom-up global governance efforts is needed to be taken good care of with deepening the implementation of the Initiatives.
