湄潭县农村土地流转状况浅析

Analysis of Rural Land Transfer Situation in Meitan County

对湄潭县土地流转现状和存在的问题分析,提出在新形势下,三权分置后土地经营权的流转,应适时出台《农村土地经营权流转条例》,明确土地适度规模流转的标准或分地区的标准,可由各省、市、自治区统一标准。以达到农地"适度、有序、规范、顺畅"流转,达到保护耕地、保护农民、保护新型农业经营主体,维护农村稳定的目的。

Through the analysis of the current situations of land transfer and the existing problems in Meitan county, under the new sit- uation, the transfer of land management rights after three rights splitted , it should he timely to introduce regulations of rural land man- agement rights transfer to make clear the standards of land transfer of appropriate scale or standards of the region, each province, mu- nicipality and autonomous could unify the standards, to achieve the ＂moderate, orderly, standardized, smooth＂ transfer of rural land, to achieve the protection of arable land, farmers, and the business entities of new agricultural, to realize the purpose of maintaining sta- bility of rural areas.
