摘要
倡议联盟框架(ACF)旨在研究复杂的长期性政策变迁,将政策的变动视为政策联盟和外部事件共同作用的结果。本文运用这一理论分析历时不长的中国网约车监管政策的变迁,证明了倡议联盟框架的诸多命题在分析中国的政策过程中同样适用。但是,作为短期政策的案例应用,我们在研究的过程中有新的发现,在核心信仰不发生改变的前提下,政策变迁也有可能发生;由于核心信仰未改变,政策极易变动;立法部门化对政策变迁影响显著;"互联网+"技术的应用,大大加速了政策变迁的进程。
Advocacy coalition framework ( ACF ) is a theory to research policy change over a decade or more. It is thought that policy change is the result of policy coalition and external event. This paper applies ACF to analyze the carhailing regulation policy in China which changes less than a decade. Several hypotheses are proved to be true in China' s policy process. However, since the chosen policy changes less than a decade, we have some new conclusions. First, policy may change when the deep core beliefs do not change. Second, as the deep core beliefs do not change, policy change may happen in a short time. Third, the department interest in legislation can influence the policy-making greatly. Last, the application of "internet plus" technology accelerates the policy change.
