The Institutional Construction of Public Policy Consultation in Macao Special Administrative Region

澳门回归后,在保留原有咨询制度的基础上,特区政府适应澳门发展的新需要,从"澳人治澳"高度,致力于公共政策咨询的制度化建设,提高科学决策水平。为推进公共政策咨询工作有章可循,制定了《公共政策咨询规范性指引》,从制度上完善了咨询工作,保障了咨询工作顺利进行。为发挥咨询组织的功能,创新咨询组织的运作方式,注重专家在咨询组织中的作用发挥,完善咨询组织成员任职期限及数目的规定,改革咨询组织辅助机构,为科学施政创造了条件。

After Macao＇ s return to China, on the basis of retaining the original consultation system, the Macao Special Administrative Region （ SAR ） government had adapted to the new needs of the development of Macao, and had been committed to the institutionalization of public policy consultation from the height of ＂Macao people administering Macao＂, so as to improve the level of scientific decision-making. In order to provide the public policy consultation activities with regulations to follow, the Normative Guidelines for the Public Policy Consultation had been enacted to improve the consultation work from institutional level and ensure the smooth operation of the consultation work. In order to give full play to the function of the consulting organizations, the government had also tried to innovate the operation mode of the consulting organizations, emphasize on the role of experts in the consulting organizations, improve the regulations on the duration and number of the members of the consulting organizations, and reform the auxiliary organs of the consulting organizations. And these had created good conditions for the scientific governance of the Macao government.
