经济新常态下我国传统产业转型升级的原则与路径

Research on the Path of Transformation and Updating of Traditional Industry under the New Normal of Chinese Economy

随着我国人口红利的逐渐消失、资源供给的日益紧张以及环境污染的日趋严重,我国传统产业以廉价劳动力为基础、以大量资源能源消耗和环境污染为代价的粗放型增长模式难以为继。在后发国家工业化和发达国家再工业化的双重挤压下,我国传统产业转型升级迫在眉睫。在经济新常态下,应明确我国传统产业升级的原则,通过技术创新与设备更新、生产方式和组织模式创新、清洁生产与再制造、产业组织调整与产业集群创新、产业融合发展、全球价值链和产业链升级等途径以及采取相关政策促进我国传统产业转型升级。

With the disappearing of demographic dividend,gradually short supply of resources and the increasingly serious environmental pollution,the extensive pattern of China’s traditional industry growth based on cheap labours,consuming abundant resources and energy resources and at the expense of the environmental pollution,is unsustainable. Under the double pressure of industrialization in developing countries and reindustrialization in developed countries,the transformation and updating of traditional industry is extremely urgent.In order to promote the optimization of industrial structure and the competitiveness of traditional industry under the new economic norm,it is important to make clear the principles of the updating of traditional industry,and take measures to promote the transformation and updating of traditional industry through technology innovation and equipment replacement,innovation of production system and organization mode,cleaner production and remanufacturing,and the adjustment of industrial organization and industrial cluster innovation.
