摘要 中国正在举办着世界最大规模的职业教育,这个庞大的系统在同整个国家一道加快迈向现代化的进程。政府主导是中国职业教育发展的主要方式,政策推进是政府主导的主要内容。回顾改革开放以来我国职业教育发展与政策推动情况,分析和总结我国职业教育政策推动的主要特点和体系构架,为展开政策讨论提供逻辑基础;遴选和判断"十二五"以来国家出台的重大职业教育政策,并对其政策系统进行分析,建立起国家战略—政策要点—具体措施之间的关系;对遴选出的6方面重大政策的执行成效做出分析评价,找出问题及其原因,提出改进建议,并在此基础上对中国职业教育政策推进情况做出总体分析评价;研究未来一个时期我国职业教育的政策走向,为提出重大政策建议提供分析基础;对未来一个时期职业教育的政策设计与推动提出建议,包括对一些重大战略做出转型调整的建议和主要政策包组成内容的建议。 China is hosting the world' s largest vocational education. This huge system is accelerating its modernization together with the entire country. Government domination is the main method of the development of vocational education in China, and the policy advance is the main content of the government domination. This paper reviews the situation of vocational education development and policy promotion since the Reforna and Opening up as well as analyzes and summarizes the main characteristics and systematical framework of vocational education policies in China to provide logical basis for policy discussions; selects, judges and analyzes major vocational education policies since "Twelfth Five-year Plan" and has established the relationship among national strategy, key points of policy and the specific measures; analyzes and assesses implementation results of six aspects of selected major policies, finds out the problems and reasons, puts forward suggestions for improvement, and based on that, make overall analysis and evaluation for the implelnentation of China' s vocational education policies; studies the trend of vocational education policy in China in the future to provide an analysis basis for major policy suggestions; proposes suggestions for the design and promotion of vocational education policy in the future.
