摘要全面调研国内外开放获取政策,研究国内外开放获取政策框架体系,提出公共资助机构开放获取政策框架建议。以国家自然科学基金委员会开放获取政策制定为例,研究与提出中国资助机构开放获取政策建议,推动中国公共资助机构开放获取政策与科研成果开放获取进程。 Based on comprehensive investigation and research, this article introduces open access policy framework and relevant suggestions to public funding agencies and research institutions. Taking the NSFC open access policy framework for an example, it provides reference and guidelines on open access policy making to public funding agencies in China, in order to promote the development of open access in China.
