摘要
文章通过对SCI、CPCI、EI三大数据库科技文献的数据挖掘和分析,运用科学计量、大数据统计、人工分析等方法,结合文献主题、机构、作者、被引频次等相关指标进行聚类和去重,综合分析出相关科技前沿领域的专家、机构等的学术影响力,作为寻找研究前沿和建立国内外各领域专家库的基础评判标准,为国内外学院、机构、政府的项目支撑、人才选拔、专家评定、项目审批、技术发展方向的确定、国家科技决策支持工作带来了科学、客观、公正的重要支撑。
Based on the data mining and analysis of SCI, CPCI and EI database, this paper tries to analyze the academic influence of the experts and organizations in relevant scientific frontiers. Scientific measurement, big data statistics, manual analysis and other methods are used combining with indicators like literature theme, the authors and their institutions, citation frequency to cluster indexes. The results are used as the fundamental judgment standard to discover research frontiers and build experts database at home and abroad. The paper provides objective references for colleges, institutions and governments in project support, talents selection, expert evaluation, project examination and approval, technology development direction, national scientific and technical decision-nlaking and so on.
