“一带一路”倡议中的民间外交——基于缅甸田野调查的反思

Civil Diplomacy under the Belt and Road Initiative: Reflections Based on Field Studies in Myanmar

本文以缅甸为例,考察了中国民间外交的成就和瓶颈。在对比外国政府和非政府组织在缅活动的情况后,文章指出,中国还需要在政策制定、经费来源、执行监管、信息公开等方面更多地推动非政府组织参与到对外交往中。不仅要赋予非政府组织参与对外交往的合法身份和适当的资源,政府还应当建立具体的合作机制并明确政策导向,加强非政府组织参与相关工作的制度建设。

Taking Myanmar as a case study, this paper examines the successes and setbacks of Chinese civil diplomacy. Having compared with Foreign governments and NGOs＇ activities in Myanmar, it points out that China needs to further involve NGOs in cross-border exchanges with Myanmar on issues of policy making, fund sources, implementation ＆ monitoring, information disclosure and so on. It suggests that NGOs should be granted legitimate statues as well as appropriate resources in participating in foreign exchanges; on the other hand the government should clarify its policy orientation and establish concrete collaboration mechanisms to facilitate NGOs＇ participation in this process.
