加强水能资源规划,应明确水行政部门对水能资源开发建设的管理职责,强化规划的强制约束作用,从水能资源开发建设项目审查、审批、立项(核准)、验收等方面对水能资源开发规划进行全方位监管,以规划带动水能资源开发管理,以管理促进规划开展及落实。

To intensify water power resources planning, management responsibility of water administrative department on development and construction of water power resources should be clarified, forced constraint effect of planning should be intensified and comprehensive monitoring on project review, approval, initiation （examination） , acceptance check and so forth should be carried out in a bid to plan out and drive development and planning of water power resources and propel development and implementation of planning by management.
