青岛市政府在2016年5月12日出台了《促进科技成果转化股权和分红激励实施办法(试行)》,目的是保驾护航股权和分红激励政策的实施,规定要从税收、科技成果的处置和收益等方面构建一个更有利于科技创新及成果转化的市场环境。为贯彻落实国家和青岛市的相关政策,完善和健全科技成果转化服务体系,青岛市科技局、青岛市科技信息研究所(青岛市科技发展战略研究院)组织专家对美国科技成果转化制度体系建设的成功经验进行了分析研究,并提出了加快科技成果转化的相关对策建议。

Qingdao Municipal Government issued Measures to Advance the Transformation of Scientific and Technological Achievements into Equity and Dividend Incentives （Trial） on May 12, 2016 in a bid to cultivate a market that can contribute to the transformation of sci-tech innovation achievements in such aspects as the tax, handling of scientific and technological achievements and income. To implement the relevant policies of China and Qingdao and to improve the scientific and technological achievements transformation service system, the Municipal Science and Technology Bureau, the Municipal Science and Technology Information Research Institute （the Municipal Science and Technology Development Strategy Institute） organized experts to analyze and study the best practice of the US scientific and technological achievements transformation system of and put forward relevant countermeasures and suggestions to speed up the transformation of scientific and technological achievements.
