提升长江江苏段闸道通行能力的对策研究

Research on the countermeasures to improve the capacity of Yangtze river gateway in Jiangsu

长江航运在长三角国民经济发展中有着不可替代的重要作用,由于内河船标准化相对较低等诸多原因,船闸管理人员无法合理编组船舶过闸,造成有限闸道资源的浪费,内河船待闸时间不可控。为有效提高我国内河航运效率,文章通过对船闸通过能力、船闸实际通过能力低的主要原因、提高船闸通过能力的有效手段3个方面进行分析论述,以期提升闸道有限资源的利用率,提升长江江苏段闸道通过能力,缓解因闸道通过能力不足给产业界及航运业带来的影响。

Shipping on the Yangtze river has played irreplaceable important role in national economic development of the Yangtze river delta. Due to the low standardization of ships traveling on the river, ship lock management staff find it difficult to organize the ships to pass ship lock in a reasonable way, causing waste of limited ship lock, and making the tiIne for waiting the ship lock to effectively improve the efficiency of inland waterway transport of China. This article analyzes the capacity of ship lock, the main causes of low capacity, the effective measures to improve the passage capacity of the ship lock in a bid to improve utilization of limited gateways, enhance the passage capacity of gateways on Jiangsu section of the Yangtze river gateway and ease the tension on the shipping industry due to the lack of passage capacity.
