高等教育领域权力腐败的观测框架国际比较与借鉴

The international comparison and reference about the observation framework of power corruption in higher education

高等教育领域的权力腐败现象在世界各国都引起了重视。西方国家的研究者对高等教育领域权力腐败进行分类研究,将其归纳为经营权力腐败、管理权力腐败和学术权力腐败三类。在此基础上,文章建立了包括认知、需求、行为三个领域的高等教育权力腐败观测框架。应用该观测框架,针对俄罗斯和美国的高等教育权力腐败现象进行分析,通过关注大学所在国家或地区的社会道德认知情况,观察腐败者的动机、所利用的资源、利益点等因素,分析权力腐败行为中的供求关系等,可以对高等教育领域权力腐败现象作比较深入的考察。在全方位观测的基础上,西方国家从道德环境构建、组织制度建设、关键环节控制三个方面,采取预防和解决腐败问题的对策,具有一定的借鉴和启示意义。

Power corruption in higher education has raised worldwide concerns.Literally,according to the study of western researchers,higher education power corruption is categorized into operating power,management power and academic power corruption.The present research forms an observation framework of the cognition,need and behavior,based on the classification.To further investigate into higher education power corruption in western countries like Russia and America,this paper studies local norms,corrupter motives,available resources and interests,and analyzes the supply-demand relationship.On the basis of all-round inspection,this paper proposes feasible measures to prevent and solve higher education power corruption in western coutries from the perspectives of morality environment building,institutional construction and key area inspection,which could be used as a reference for the Chinese government and universities in their practices.
