摘要
煤矿企业应急能力是煤矿安全管理的重要内容,为了提高煤矿企业应急能力水平,基于AHP和TOPSIS法提出了煤矿突发事件应急能力的评价模型。采用AHP确定评价指标的权重;设定评价等级划分标准值,采用TOPSIS法分别计算并比较被评价煤矿企业与正理想解、负理想解之间的距离,得到煤矿企业的突发事件应急能力等级。以某地区的8家煤矿企业为研究对象进行实证研究,研究结果表明,该模型不仅可以有效地评价出煤矿突发事件应急能力的等级,而且还可以计算出与正理想的之间差距,为煤矿突发事件应急能力的提升提供客观依据。
The emergency capability of coal enterprises is the most important content of safety management in coal mine. In order to improve the level of emergency capability of coal enterprises, the paper proposes the eval- uation model for emergency capability of sudden events AHP; the standard values of evaluation grading are set ; in coalmine. The evaluation weights are determined by the distances between the evaluated coal enterprises and the positive ideal solution as well as the negative ideal solution are respectively calculated and compared using the TOPSIS method to get the levels of emergency capability of sudden events in coalmine. An empirical study is made by taking eight coal mining enterprises in a certain area as examples. The empirical results show that the model can effectively evaluate the level of emergency capability of sudden events in coalmine, and can also calculate the gap with the positive ideal, so as to provide the objective basis for enhancing emergency capability of sudden event in coalmine.
