关于市(县)级地震应急预案编制的研究——以宿州市地震应急预案为例

A Research on Programming of the City (county) Level Seismic Emergency——Used SEP of Suzhou City as an example

市(县)级各部门制定的地震应急预案是市(县)防震减灾体系中的核心内容之一,是市(县)政府地震救援工作的重要纲领性文件。其科学性直接影响地震应急预案执行的实用性和可操作性。结合宿州市地震应急预案的实际经验,对市(县)级别预案的编制工作现状进行了分析,并与一些国家先进的地震应急做法进行比较,提出了我国市(县)级别预案编制存在的问题。从摒弃单灾种的预案形式、建立动态的启动机制、重视建立数字化的管理系统、重视地震灾害的风险评估和预防演练等六个方面提出合理的建议,为市(县)级别地震预案的编制具有借鉴意义。

As the important programmatic document for government earthquake relief work, the city（county） level destructive seismic emergency programming（SEP） is essential for earthquake disaster management. It is so vital that it affects the effectiveness and feasibility of earthquake emergency response. Using SEP of Suzhou City as an example,this paper analyzes the present situation of the city（county） level SEP system. The outstanding problems in the present stage of China City （county） level SEP is proposed, by comparing with the practices and character- istics of earthquake emergency response planning in some foreign countries. At last, reasonable suggestions are put forward from six aspects：abandon the plan form of single disaster, establish dynamic mechanism, attach im- portance to the establishment of digital management system, pay attention to the risk assessment and prevention of earthquake disaster.
