当今世界,环境日趋多变,经济社会问题日益复杂,传统的政府治理模式已无法有效应对政府治理面临的社会问题与时代挑战,大数据、云计算、物联网等新一代信息技术为智慧政府治理的产生提供了支撑条件。智慧政府治理是以法治为保障,以大数据驱动为基础,以智慧决策为核心,以新一代信息技术为支撑,构建政府、市场和社会之间的动态网络协同治理机制,进而实现社会的有效运转,推动政府治理能力的现代化。智慧政府治理的基本性质表现在主体的协同性、对象的复杂性、过程的透明性、技术的迭代性和目标的公共性。智慧政府治理建设对推动政府治理能力现代化具有重要的作用,其功能具体表现为有助于推进科学决策、加强权力监督、发展协同治理、实现精准服务和推动共享发展。

With an increasingly complex environment in the world today, socioeconomic issues growing more compli- cated. Under the traditional governance model, the government is unable to deal effectively with the challenges of this era. The new generation of information technologies such as big data, cloud computing, and the Internet of Things, facilitates the emergence of smart government. This article mainly analyses the connotation, the nature and the function of smart gov- ernment. Smart government is based on the rule of law, big data, and smart decision-making. With the new generation of information technologies, a dynamic network-based collaborative governance mechanism is built to facilitate effective opera- tions of society and to modernize the governance capabilities of the government. The basic nature of smart governance is manifested as the interoperability of the subjects, the complexity of the objects, the transparency of the process, the itera- tion of the technology, and the publicity of the target. Smart governance serves the functions of promoting scientific decision -making, strengthening power supervision, facilitating the collaborative governance, providing the precise services, and sharing the development achievement. The advancement of smart governance plays an important role in accelerating the modernization of government governance capabilities.
