长江经济带绿色发展的难点与推进路径研究

The Difficulties and Approaches of Green Development in the Yangtze River Economic Belt

长江经济带作为我国生态文明建设的先行示范带、创新驱动带、内河经济带与协调发展带,是我国国土空间开发最重要的东西线主轴,历经三十年发展最终上升为国家重大战略,成为新时期支撑我国经济增长的"三大支撑带战略"之一。长江经济带的绿色发展对落实"五大发展理念"特别是绿色发展理念具有重大的实践意义,但仍面临着水生态环境恶化趋势严重、产业结构重化工化、协同发展机制不健全、沿江港口岸线开发无序、法律法规制度体系不完善,绿色政绩考评体系乏力等难题。为进一步推进长江经济带绿色发展进程,必须加快建设绿色基础设施,发展壮大绿色产业,保护改善水环境,修复涵养水生态,高效利用水资源,大力建设绿色城市群、绿色城镇和美丽乡村,积极探索践行绿色新政。

The Yangtze River Economic Belt, as China＇ s pioneering model belt in the construction of ecological civ- ilization, innovation-driven belt, inland river economic belt, coordinating development belt, is the most important west- east economic axis in the development of China. After nearly thirty years＇ evolution, it has become one of the three ma- jor national strategies, sustaining the economic growth China in the new era. Furthermore, the green development of the Belt is of practical significance to the ＂Five New Developing Principles,＂ especially to the green development principle. However, there still exist many difficulties that hinder the Belt from achieving green development, such as the deteriora- tion of its aquatic environment, its emphasis on chemical industry in its industrial structure, the defects in its mechanism for collaborative development, the disorder in the development of the ports along the waterway, the imperfection of law and regulation system, and the deficiency of its political performance assessment system, etc. In order to solve these problems, we must speed up the construction of green infrastructure, develop green industries, protect and improve aquatic environment, repair aquatic ecology, promote the efficient use of water resources, build green city clusters, green towns and beautiful villages, and practice green politics.
