我国全科医生的配置公平性研究：基于基尼系数和泰尔指数

Analysis on Equity of General Practitioners Allocation:Based on Gini Coefficient and Theil Index

目的:对我国2012年与2014年全科医生的配置公平性进行分析,为加强对全科医生资源的科学管理和优化配置提供一定的参考依据。方法:综合运用HDRI、基尼系数和泰尔指数等对2012年与2014年我国全科医生资源配置进行分析。结果:我国全科医生的数量不足,地理分布的公平性优于按人口分布的公平性,经济水平条件对不同区域的全科医生资源配置公平性的差异影响显著。结论:政府应逐渐加大对全科医生发展的投入,提高全科医生的地理覆盖面积,缩小经济实力对配置公平性的影响。

Objective： To analyze the equity of Chinese general practitioners（GPs） allocation in 2012 and 2014, so as to provide references for strengthening GP scientific management and resources optimization. Methods： Using the HDRI, Gini coefficient and Theil index to conduct the analysis on the allocation of Chinese general practitioners in 2012 and 2014. Results： The number of gen- eral practitioners was short in China, the equity of geographical distribution was better than population distribution. Economic level had differences on equity of GPs in different regions. Conclusion： The government should gradually increase investment in the devel- opment of general practitioners, improve the geographical coverage of general practitioners and reduce economic strength on the config- uration equity.
