利益博弈视角下城市设计与控规编制——以某市环湖片区规划实践为例

Urban Design and Control Regulation from the Perspective of Interest——A Case Study of Planning and Practice of Huan Hu Area in a City

通过对城市设计与控规不同编制主体的分析,深入剖析各方在编制过程中的诉求和目标冲突,从合理的城市设计方案与规划控制指标体系两方面,探索双方博弈下的规划均衡方法。最后以某市环湖片区为例,探讨控规与城市设计的整合规划实践,以期为相关规划研究和规划编制提供参考。

This article took a thorough analysis on the needs and conflicts of various planning parties in the urban designing/regulatory planning process. From perspective of design aesthetic and regulatory purpose, it sought for a balance between urban design layout and planning control index system. Taking a lake area plan for case study, the article further demonstrated how an integrated planning practice worked and offered great experience for relative planning researches and projects.
