摘要
绿色发展已经成为我国经济社会发展的核心理念。本文从全要素的角度建立考核绿色发展与环境治理有效性的评估方法。该方法主要是将经济发展与环境治理看作相互关联的两阶段经济-环境治理系统,并基于两阶段非径向方向距离函数给出了绿色发展和环境治理有效性的数理概念和测算方法。遵循可解释、可解析和可形式表达三原则,构建全要素绩效指数和全要素节能减排指数用于度量绿色发展与环境治理的有效性。研究发现:两阶段经济-环境治理系统技术有效的充要条件是绿色发展与环境治理同时有效。利用该方法对我国2011年30个地区的测评结果表明:我国的绿色发展水平处于初中级阶段,而环境治理仅处于初级阶段。因而,我国的绿色发展和环境治理任重道远。
Nowadays, China has become a green development oriented society. From the view of total factors, a new approach is provided to evaluate the effectiveness of green development and environmental governance. This method is naainly to take the economic development and environmental governance as an interrelated eeononaie- environmental governance system, and the effectiveness of green development and environmental governance is defined and measured mathematically under the framework of the two-stage non-radial directional distance function. Following the principles of interpretability, analyzability and expressiveness, the total factor performance index and the total reduction index are used separately to measure the effectiveness of the green development and the environmental governance. It is found that the two-stage economic-environmental governance system is technically efficient if and only if the green development and environmental governance are both efficient. The evaluation results by this new approach for 30 regions in 2011 indicate that China' s green development is at its early to intermediate stage and the environmental governance is only at its early stage. Therefore, there is a long way to go for us as for the green development and environmental governance in China.
