农业“统、分、营”三层经营体制的构想

Conception of Three-layer Agricultural Management System:“Planning,Sharing and Managing”

目前以家庭承包经营为基础、统分结合的双层经营体制正在逐步消解和嬗变。农业技术经济变革需求和全面深化农村改革的要求,使得从理论和模式层面构建新的农村经营体制,进而推动我国的农业现代化进程显得十分必要。农业"统、分、营"三层经营体制的构想是全面深化农村改革、新型农业经营体系构建和农地"三权分置"改革的必然要求。在构想的新农业经营制度中,新的"统"是政府的统筹支持,新的"分"是农户分享农业现代化进程,新的"营"是新型农业经营主体发展农业,三者分别以统筹、分享、经营为核心功能,共建新的农业经营制度。

The current two-layer agricultural management system, which is based on household contract and combines unified management with independent management, is dismissing and evolving. Agricultural technological economy change and deepening rural reform in an all-around way require that we should build a new agricultural management system from the aspects of theory and pattern so as to promote the process of agricultural modernization. ＂Planning, Sharing and Managing＂, such conception of three-layer agricultural management system is an inevitable demand of deepening rural reform in an all-around way, constructing a new type of agricultural management system, and reforming farmland by separating ＂three rights＂. In the new three-layer agricultural management system, ＂Planning＂ refers to government＇s planning and supporting as a whole, ＂Sharing＂ peasants＇ sharing of agricultural modernization achievements, and ＂managing＂ new management subject＇s managing and developing agriculture. And core functions of the three layers are respectively planning, sharing and managing, which altogether aim to build a new system of agricultural management.
