公民文化与城市软实力的提升及路径选择研究——以广州为例

公民文化作为现代城市治理的理念和技术,是提升城市软实力的重要变量。具体表现为以价值认同增强城市凝聚力,以制度有序规范城市软实力的生成机制,以公共参与激活城市软实力的内生性资源。在此基础上对广州城市软实力进行调查,结果发现:城市精神已形成与价值认同不平衡相并存;市民参与意识增强与制度供给不足相并存;市民道德素质较高与社会资本相对薄弱相并存;参与方式多元化与象征性参与的现实相并存。鉴于此,本文以培育公民文化为现实切入点,创新城市软实力提升的路径选择:"公共精神"的化育与养成,社会资本的孕育与建构,社会组织的培育与发展,民主制度的建立与创新。

On the basis of the investigation into the soft power of Guangzhou City, the results showed thatthe balance of a city＇s spirit and its value identity are lost and that the citizens＇ active participation coexists with the shortage of institutional supply and that the improvement of citizens＇ morality coexists with relatively weak social capitals and that. multiple kinds of participation coexists with the reality of symbolic participation. Considering all this, this article, basing its discussion from the perspective of promoting citizens＇ culture, chooses the way of promoting a city＇s soft power of cultivating and developing the ＂public spirit＂ , raising and constructing the social capitals, cultivating and developing social organizations andestablishing democratic system and innovating its system as the path selection.
