在城镇化发展的新阶段,城市面临着由物质性建设向以人为本的综合社会治理转型。在这样的背景下,智慧城市的发展也面临着由以技术和蓝图为导向向以人文本、问题导向转型的必然要求,需通过智慧城市技术,推动智慧管理的实施和城市治理的优化。文章基于大量智慧城市顶层设计与应用实践,提出了以问题为导向、数据为中心的新型智慧城市建设方法论,在发现问题和解决问题两个层面上,明确了以人为本的智慧城市七大发展原则,并探讨了新型智慧城市对于城市治理发展的深刻影响。

Urban management is transferring from physical construction to comprehensive social governance, and smart city development wil turn from blueprint to human and problem orientation with smart technologies. Based on top-level design and practice of dozens of smart cities, this paper comes up with a problem-oriented and data-centered methodology, sets up seven principles of human-oriented smart city, and discusses the impact of smart city development on urban governance.
