协同规划、三维聚合、渐进改革--“多规合一”的工作框架探索

"多规合一"目前在我国尚处于试点阶段,没有明确的方法指引。文章在大量实践的基础上,基于"多规合一"是一项政府协调工作的基本认识,提出了一套较为完整的"多规合一"工作框架,这一框架主要涉及三个方面:在工作组织方面,采用"协同规划"的方法,完善架构、明确角色,组织各级政府和部门参与"多规合一"工作;在空间协调技术路线方面,采用底线、战略、行动三维聚合的工作方法,有序协调"多规"空间差异;在制度建设方面,以渐进改革为指导思想,因地制宜地进行制度建设。现阶段,在这一方法框架下根据不同地区的特质,进行有针对性的具体路径设计,可以有效地推进"多规合一"工作。

＂Multi-plan coordination＂ is at experimental stage and needs guidance. The author puts forward an integrated framework of multi-plan coordination with three aspects： coordinated plan with different participants; triadic integration of bottomline, strategy, and action; progressive reform for institutional construction. At present, cities may promote multi-plan integration with different approaches under the framework.
