省级陆域生态保护红线划定方法与实践--以全国试点省区广西为例

生态保护红线的划定是国土规划的一项重要内容,是编制空间规划的基础,对于维护国家和区域生态安全及经济社会可持续发展具有重要的战略意义。广西作为全国生态保护红线划定及省级空间规划的试点省区之一,于2016年全面启动了陆域生态保护红线的划定工作。文章结合广西实践,从生态保护红线划定范围识别、生态保护现状与重要性评价、生态保护红线体系构成分析与划定范围核定、各市县生态保护红线落地等方面系统阐述省级陆域生态保护红线划定技术与方法体系,以期为相关规划提供参考。

Ecological protection line delimitation is important in national land use planning and significant to national ecological security and socio-economic development. As an experiment region, Guangxi started land ecological red line delimitation in 2016. The paper introduces the technical method from area identification, status quo evaluation, composition analysis, examination of protected area, city and county level implementation etc.
