西藏地区的稳定与发展是国家长治久安的需要,也是西藏地区建设的自身需要。县级政府是西藏地方政权的基础,肩负着维护稳定,发展社会经济、巩固地方政权、提高人民生活水平的重要职责。因此,统筹协调好政治、经济、宗教、边防、教育以及文化等诸要素的关系,是确保西藏民族团结、全面发展、边疆稳定的良策。

The stability and development in Tibet is necessary for the lasting stability of the nation and for the Tibet- an regional construction itself. County government is the foundation of the local government in Tibet, undertaking the important responsibility of maintaining stability, developing social economy, consolidating the local authority, and im- proving the people＇s living standard. Therefore, to coordinate relationship of factors such as politics, economy, reli- gions, frontier defense, education, and culture is a good strategy to ensure the Tibetan national unity , all-round de- velopment and stable frontier.
