民国十七年吉林永衡官帖研究

Research on Officer Posts of Yongheng of Jilin Province in Seventeen Years of the Republic of China

1898年(光绪二十四年),吉林将军延茂为抵制沙俄羌帖,根除私帖而设立"吉林永衡官帖局",其职能为代行地方中央银行之职,同时,又兼商业银行业。官帖局成立之初,即开始发行银元官帖,以辅银元之不足,后丧失信用,遂停发。1900年(光绪二十六年),吉林永衡官帖局改发制钱官帖,起初发行壹吊、贰吊、叁吊、伍吊,也叫小帖,而后增发拾吊、伍拾吊、壹佰吊,为大帖,共计七种。1908年(光绪三十四年),因发行银票之需要,吉林省又成立了附设于官帖局的"吉林官钱局",又开始发行银元票和银两票。吉林永衡官帖局从光绪二十四年至三十四年近十年的时间里,共发行银元、制钱、银元票、银两票等各种面额官帖几十种之多。民国十七年永衡官帖共七种面额,为长春金融高等专科学校东北亚金融博物馆馆藏臻品。

1898（Guangxu twenty-four years）,Jilin general YAN Mao-weiresisted Russian Qiang post,eradication of posts and the establishment of ＂Jilin Yongheng officer posts＂,its function as the local central bank staff,at the same time,and commercial banks.At the first period of the official post bureau was established,which began to issue silver officer posts,to make up the lack of auxiliary silver,after that the credit was lost,then stop.1900（Guangxu twenty-six years）,Jilin Yonghengofficer post bureau issued money officer posts,first issued one crane,two cranes,three cranes,five cranes also called small posts.Then pick up additional 10 cranes,50 cranes,100 cranes,also called big posts,a total of seven.1908（Guangxu thirtyfour years）,due to the issue of note needs,Jilin province has set up an officepostbureau attached to the official money Bureau of Jilin,and began to issue silver ticket.Jilin Yongheng office post bureau issued silver,silver coins,silver ticket,tickets of various denominationsof nearly ten years from Guangxu twenty-four to thirty-four years.A total of seven official posts in seventeen years of the republic of China were the collection of the museum of northeast finance of Changchun Finance College
