现代服务业是衡量区域综合竞争实力和现代化水平的重要标志之一,大力发展现代服务业是辽宁经济结构调整和产业转型升级的战略选择,对促进老工业基地全面振兴具有十分重要的意义。辽宁现代服务业起步晚,比重较低,存在布局分散、缺乏大型领军企业、生产性服务业相对滞后、资金不足、专业人才紧缺等问题。新常态下创新发展辽宁现代服务业,应明确发展目标定位,坚持与新型工业化和新型城镇化协同发展,确定核心产业,优化空间布局,实施集聚区提升、企业提升、人才提升工程,完善财政、金融支持政策等。
