举国体制最初是对我国竞技体育管理体制的一种概括,因其带有明显的举全国之力、行政统一管理、单一垂直体系等特点,因而被认为是一种"举国"性质的体制。近年来,围绕"举国体制"问题,无论在体育界还是其他领域,都存在不少分歧和争议。对此,应科学界定、准确理解和把握举国体制的内涵、实质和特征。举国体制的基本特征可以概括为:国家意志、全民动员、整合资源、关键突破,其实质是中国特色社会主义制度。在新的历史条件下,我们必须继续坚持和完善举国体制,更好地发挥社会主义制度的优越性。
