我国老龄社会初期阶段发展老龄服务的战略思考

Strategic Thinking on the Development of the Aging Service in the Early Stage of Aging Society in China

我国正处于老龄社会初期阶段,老龄服务压力远远超过发达国家。在我国人均国民收入较低和综合国力还不是很强大的情况下,老龄服务有效需求和有效供给的严重不足,是发展老龄服务的根本矛盾。因此,立足当前,放眼长远,必须综合协调政府相关部门,充分发挥市场作用,努力调动社会办量积极参与,在继续巩固家庭养老的基础上,推动全民积极老化,努力构建符合我国国情的老龄服务体系。

China is in the early stage of the aging society, the aging service pressure in China is far more than that in the developed countries. Under the circumstance of low per capita income and weak comprehensive national strength, the serious shortage of effective demand and effective supply of the aged service is the fundamental contradiction of the development of the service for the aged. Therefore, based on the current and long-term, we must coordinate the relevant government departments, give full play to the role of markets, and try hard to mobilize social forces to actively participate in. On the basis of continuing to strengthen the family pension, we must promote the positive aging of all the people, and strive to build an aging service system in line with China＇s national conditions.
