摘要
开放大学系统的治理结构是其发展的框架性基础和结构性保障,具有体系性、平台性、拓展性、服务性、协同性等特征,这些特征维系着开放大学持续快速发展。然而开放大学在转型发展过程中,呈现出体系性弱化、协同性、创新性功能不足、文化认同结构不完善等问题。基于这样的特征和问题,国家治理现代化的理念和方法论启示我们从办学主体下沉、绩效改革、协同创新中心建设、体系性拓展、文化认同体系建设五个方面推动开放大学治理结构的转型。
The governance system of traditional radio and Television University (Open Universi- ty) is the foundation framework and structural security of its development. It has the characteristics of system, platform, expansibility, service and cooperation, which make the sustained and rapid devel- opment possible. However, there are some problems raised during the process of transformation and development of the Open Universities, such as the weakening of the system, the lack of synergy, the lack of innovation, the incompletion structure of cultural identity and so on. To sovle the problems, as well as to promote the transformation of governance structure of open universities, based on the enlightment of the concepts and methods of modern governance theory, a transformation is suggested in the following five aspects: giving more autonomy to branch schools, performance reform, collabora- tive innovation center construction, system development, system construction of cultural identity.
