明确了耕地地类改造的范围、改造潜力影响因素和评价方法,同时分析了耕地质量等别提升改造潜力的评价方法、评价过程。探讨了耕地提质改造的政策可行性、经济可行性、技术可行性、群众意愿,从而提出了耕地提质改造保障措施,建议完善政策调控措施,加强经济调控手段,强化技术支撑能力,充分调动群众的积极性。

The scope of cultivated land reclamation, the factors affecting the transformation potential and the evaluation methods were deter- mined. At the same time, the evaluation method and evaluation process of cultivated land quality improvement were analyzed, the policy feasibility, economic feasibility, technical feasibility, and mass will of cultivated land quality improvement were discussed.
