体育社会组织监管新视阈:社会责任国际标准

A New Perspective for the Supervision of Sports Social Organizations: ISO26000

优化体育社会组织监管是新时期下创新体育社会组织管理,推动体育社会组织改革的重要手段。社会责任国际标准为体育社会组织监管提供了全新的借鉴思路和方法。主要采用文献资料法,探讨了运用社会责任国际标准指导体育社会组织监管的必要性,分析了其面临的组织治理实效有待提高、人权至上理念不够牢固、劳工实践活动较为匮乏、环境保护领域缺少关注、公平运营实践面临威胁、"社会体育活动参与者"待遇不公、社区参与和发展亟待深入等障碍。研究表明:体育社会组织对社会责任国际标准的理解尚未深入、重视和运用社会责任国际标准的力度不够、运用社会责任国际标准的过程监管和评估体系存在缺失、社会责任国际标准运用后期反馈不足是其主要原因。从而提出了加大运用力度、创新社会责任国际标准的宣传渠道和推广模式,提升运用速度、因地制宜地加快社会责任国际标准落地生根,挖掘运用深度、充分发挥社会责任国际标准的潜力和后发优势,拓展运用广度、扩大社会责任国际标准的影响力和辐射范围等建议。

Optimizing the supervision of sports social organizations is an important measure to better manage and reform it in a new period. ISO26000 provides an important idea and methodology for the supervision of sports social organizations. This paper discussed the necessity of using ISO26000 in the supervision of sports social organizations by the method of literature review,and analyzed the difficulties it faced,including low governmental efficiency of the organizations,absence of the concept for human rights,lack of labor practices and environmental protection,deficiency of fair operating practices,unfair treatment of ＂sports participants＂,and insufficient involvement and development of community. The results showed that the sports social organizations＇ understanding on ISO26000 is not well,the strength of using ISO26000 is not enough,the supervision and evaluation systems of using ISO26000 are lack,and the feedback of using ISO26000 are inadequate. And this study suggested increasing ISO26000＇s use intensity,innovating its publicity channels and promotion mode,improving its application speed,speeding up its roots,digging its use depth,fully playing its potential and advantages,expanding its use range,and enlarging its influence and coverage.
