权力、制度、文化作为国际政治中最重要的三个自变量决定了国际政治格局这一因变量。国家间权力对比的动态变化为国际政治格局的演进提供了动力,国家权力的动态变化体现在权力在国家间的转移和向非国家行为体的扩散。国际制度反映了国际政治中的权力分配结构,为国际政治秩序的稳定有序提供了保障,由于其静态的特征,国际制度一般总是滞后于国家间权力对比的动态变化。文化、观念影响了国际政治的利益建构,为国际政治研究提供了新的维度。

Power, institution and culture are the most important international political variables, which determine the international political structure. The dynamic change of power contrast between the countries provides the impetus for the evolution of the international political pattern on the one hand, and it is reflected in the transfer of power between the countries and the spread to the non - state actors on the other hand. And the international institution reflects the power distribution structure in international politics and provides a guarantee for the stability of the international political order. Because of its static characteristic, it generally lags behind the dynamic changes in the comparison of power between nations. Culture and ideas influence the construction of inter- national politics interests, and provide a new dimension for international political research.
