摘要 基础教育评估活动逐渐受到重视,各级政府以及相关部门在基础教育评估方面做出了较多尝试与努力,基础教育评估也逐渐迈向规范化和科学化。然而,基础教育评估目前仍然存在缺乏专业评估机构、评估方式较为单一、评估关注点并不广泛、评估保障机制尚不健全等方面的问题。教育评估问题的解决可被纳入教育治理的考量范畴,治理理念堪称解决基础教育评估问题的现实之需。根据治理理念,提出了基础教育评估问题解决的治理路径:明晰教育评估参与者的角色、推行多元化的教育评估方式、明确教育评估的关注原则、构建高效的教育评估制度体系。 The basic education assessment has been paid more and more attention and efforts made by the governments at all levels and relevant departments. And it has gradually become standardized and scientific. However, there are still some problems in the assessment of basic education, such as lack of professional evaluation institutions, simplicity of assessment methods, lack of comprehensiveness, and unsoundness of the evaluation guarantee mechanism. As for the solution, education assessment problem can be put into the consideration of educational governance, and the concept of governance should be a realistic need to address the basic education evaluation issue. According to the concept of governance, we put forward the following suggestions: clarifying the role of the participants, carry outing a variety of education assessment methods, making clear the focus principles of education evaluation, and building an efficient evaluation system.
