PPP模式发展养老机构的探索——以安徽省合肥市为例

Research on the Old-age Care Institute with PPP Mode——Taking Hefei City in Anhui Province as an Example

随着社会的进步和经济的发展,我国人口平均寿命逐渐延长,人口老龄化问题日益严重,越来越多的养老问题也随之出现。然而,目前的社会养老服务并不能满足社会的巨大需求,单靠政府的财政力量也不能有效地发展养老产业,这便需要探索养老机构发展的新模式。笔者以安徽省合肥市为例,深入分析研究合肥市养老机构的基本状况和存在的问题,尝试将PPP模式引入养老机构的建设和运营中,以有效解决当前养老产业中面临的服务、资金等难题,促进养老产业健康可持续发展。

With the progress of society and the development of economy, the average life expectancy of our country is gradually extended. The problems of population aging and old-age service are becoming more and more prominent. However, the current social old-age care institute service does not meet the huge demand of society. The old-age institute industry effective development cannot depend on the government＇s financial strength. So it will need to explore a new mode to develop old-age caring institutions. Taking Hefei city in Anhui Province as an example, it analyses the basic old-age care situation of Hefei city and its problems, and tries to introduce PPP model construction and operation of pension institutions in Hefei City. In order to effectively solve the problems of the current old-age care industry about services, funds and other issues, so it can promote the healthy and sustainable development of the old-age care industry.
