摘要 探索符合影响创新活动过程与机理的创新环境评价研究是实现中国创新驱动发展战略的前提。为了有效测度创新环境对企业创新的驱动作用,根据外部环境要素对企业创新活动的作用关系,本文提出了由保障效应、动力效应、网络效应构成的创新环境维度构成和指标体系,运用Entropy-Topsis模型对中国制造业企业创新环境进行实证评价,比较了区域间创新环境建设现状差异。评价结果显示,评价模型可以较好地反映各地区创新环境建设水平,并能反映其在结构上的差异性,研究成果有助于为区域创新环境优化和指导企业高效利用外部环境支持创新活动提供理论依据和实践支持。 It is the premise of implementing China's innovation-driven development strategy to explore the research on evaluation of innovation environment which influences the process and mechanism of innovation activities. In order to effectively measure the driving effect of innovation environment on enterprise innovation,according to the relationship between external environment factors and enterprise innovation activities,this paper divides enterprise innovation environment in dimension based on the different function of environmental elements to the Enterprise innovation activities. This paper proposes the dimension composition and index system of innovation environment,which is constituted by the support effectiveness,dynamic effect,and network effect. This paper also evaluates the Chinese manufacturing enterprises innovation environment by using the Entropy-Topsis model to analyze the differences of the inter-regional innovation environment construction status. In view of the above problems in the construction of regional innovation environment,this paper puts forward the overall strategy and regional optimization suggestions.The evaluation results show that the evaluation model can better reflect the level of innovation environment construction in each region,and can reflect its structural differences. The research conclusions will provide the theoretical basis and practical support for the regional innovation environment optimization and guidance for enterprises to effectively use the external environment to support innovation activities.
