推广政府和社会资本合作(PPP)模式是一项复杂的系统性工程。我国在PPP改革实践过程中,形成了较为系统全面的观念理念和行之有效的做法经验,也遇到了不少问题和困难。本文以山东省PPP实践为例,结合当前PPP运行中存在的问题,有针对性地提出了具有可操作性的建议。

The promotion of the Public-Private Partnership （PPP） is a complicated and systematic program. In the process of the PPP reform in China, the government has formed a systematic concept and effective practice experience, but also encountered many problems and difficulties. This paper takes Shandong Province as an example, summarizes the problems in the operation of PPP and puts forward operable suggestions.
