政府购买公共服务运行机制研究——以山东为例

A Study on the Operation Mechanism of Government's Purchasing of Public Services——Taking Shandong as an Example

当前及今后一段时期,以公共服务为核心的公共品供给机制的改革创新将成为供给侧结构性改革的重要内容。本文在研究政府购买服务内涵及理论依据的基础上,对山东省政府购买服务运行现状和存在问题进行了深入分析,同时借鉴国内外的先进实践经验,提出了构建科学规范、运行高效、可持续发展的政府购买公共服务运行机制,为推进山东省政府购买服务改革提供有益借鉴。

The reform and innovation of public goods supply system, which takes public services as the core, is a basic task of the supply-side structural reform in current and next period. Based on the connotation and theoretical of government purchase service, this paper analyzes the situation and problems of government purchase service in Shandong Province, uses the domestic and international experience for reference, and puts forward five aspects to build a standardized, efficient and sustainable operation mechanism of government purchase, in order to provide a useful reference.
